1. Speak to Vae Victis
What we learned at Londinion suggests the Terrormorph attack on New Atlantis might've been intentional. Our only lead, though, is Vae Victis. I need to talk to him and find out what he might know.
Return to New Atlantis to confront Vae Victis. Regardless of how you conduct the conversation, Vae Victis will confirm that he is the one behind it all. He will reveal to you why he did so and ask you to keep it a secret and redirect the suspicions to his associate, the now dead doctor Reginald Orlase.
2. Speak to Hadrian and Percival
I confronted Vae Victis and he confessed. He organized the attacks on New Atlantis and Tau Ceti as part of a plot to undo the damage done to the Sanon family name. But now, I have a choice: share the truth that Vae Victis is responsible or pin the blame on Reginald Orlase.
You'll find them waiting in the Interstellar Affairs conference room in the MAST Building. Hadrian will inform you that both ways to get rid of the Terrormorphs are equally effective, and will ask what you have found out. You can tell them the truth or pin the blame on Orlase.
3. Address the Cabinet
If you lied and told Hadrian that Orlase was the culprit:
I lied to Hadrian and Percival and told them that Dr. Orlase was responsible for the attacks. Now, it's time we addressed the Cabinet.
If you revealed to Hadrian the truth about who is behind all this:
I've told Hadrian and Percival the truth - that Vae Victis is responsible for the attacks. Now it's time to address the Cabinet.
When ready, go to a meeting with the council. You will be asked a series of questions to which you can give different answers:
The first question will be about the perpetrator of all the fuss. You can tell the truth or lie. But if you have previously revealed the truth to Hardian, if you lie, she will reveal the truth anyway.
Note: If you redirect the blame to Orlase then after completing this mission an activity "Speak to Vae Victis about working together" will pop up in your mission log.
The second question will be about what they should do with the Lazarus Plant. You can suggest to destroy it or use it to improve relations between the factions.
The last question will be about which of the Terromorph elimination methods to use: Aceles or microbes.
No matter which answers you choose, the rewards will always be the same: 350 XP, 15,600 Credits, and Class One UC Citizenship.
